February 08, 2005 By: Michelle Norris Replacement Windows Legislation – Regulations To Reduce Energy LossThe world energy crisis prompts the need to conform urgently to the replacement windows legislation, which makes drastic changes to efficiency standard rules. Henceforth, anyone wanting to replace existing windows or doors will have to comply with strict thermal performance standards under the Government’s Building Regulations. The primary focus of this replacement window legislation is the urgent global concern and need to reduce energy loss. Save energy! Save the World!Energy saving by controlling glazing of windows for new constructions in the last couple of years is only the tip of the iceberg. If we are to valuably contribute to energy conservation, the more viable option for us will be to improve the performance of windows and doors in the existing buildings. Anyone wishing to replace windows has to conform to the following guidelines. The consumer installing a replacement window on his premises must hold a certificate showing that an installer registered under the Fenestration Self Assessment Scheme has done the work. The other alternative for the consumer who is to replace a window is to make a Building Regulation application to the local authority for a Completion Certificate once the work is carried out in accordance with the Building Regulations. The legislation also applies to DIY replacement windows where an application under the Building Regulations will be necessary. Strict compliance and adherence to these rules and legislation is important. If a property changes hands, it is mandatory to produce evidence to the effect that any replacement glazing installed after April 2002 complies with the new Government’s Building Regulations. However, the legislation and rules do not apply to the replacement of broken glass window or fogged double-glazing window units and only applies to the replacement of whole windows, including the frames.
